The bottom line: Utah’s 45-day legislative session begins today, and hospitals are bracing for major policy decisions on funding, workforce, and mental health care, according to Francis Gibson, president and CEO of the Utah Hospital Association.

Why it matters: The decisions made over the next six weeks will directly affect how hospitals serve patients and support staff across the state.

What’s on the agenda

Federal funding cut: A $200 million reduction in federal funding could strain hospital budgets and operations, Gibson says.

Medicaid and insurance coverage: Rising insurance costs could push more Utahns into the uninsured category, increasing the demand on hospital emergency departments.

Workforce shortages: While the need for more nurses has slightly cooled, hospitals still face critical shortages in phlebotomists, X-ray techs, and other essential roles.

Mental health policy: Expect multiple bills addressing treatment approaches and caregiver safety, including debate over electroconvulsive therapy and protections against workplace violence.

“We want to be careful as a legislature to not intervene in a relationship between a physician and a patient,” Gibson says, referring to proposed mental health legislation that could affect clinical decision-making.
